UPDATE CAST:
Strategies include getting a "big" star for the role of EDUR, the flawed best friend, co-lead and either a non-star or smaller star for the hero, ALEX.
A "low budget feature" version of The Last Bar would involve inviting as many of the staged reading cast as possible, but attempting to get a "star" for the role of EDUR, the flawed best friend, co-lead character in the story; as well as a few other key characters.
With a middle-low budget $4 million to $10 million there's more opportuntity for name directors and a name to play the hero, ALEX.
Options are open for spot "stars" in smaller roles or great and good actors you might not have heard of yet.
UPDATE CREW:
Strategies include approaching an actor-director. Someone who is known as an actor, but wishes to develop their directing credits/directing projects further. This actor may or may not choose or negotiate for a role in the production.
Key crew members such as the director of photography, the editor, post production supervisor and line-producer are to have relevant qualified experience and to help judge the relevant qualified experience of crew members under their purview. Both New York based and California based potential key crew have been approached on the project and have expressed an interest. Any final choices would be pending the director and the director having a say in crew.

Strategies include LETTER OF INTENT TO INVEST first, project elements such as directors and stars ALSO WITH LETTERS OF INTENT TO BE INVOLVED, and then pre-production strong pre-production budget assembled based on available range of funds and stars.

EXTRA NOTES:
I'm big on taking extra time and money out for marketing... The final budget estimate may also include marketing and development departments which would allow for the film's production company to have an extra allowance to run the office during marketing periods for the film, go to a few film festivals with the final director's cut, begin and continue some editorial marketing and spot advertising marketing for the film above and beyond what the money producer/distributor contributes. Another strategy may be to use part of the "marketing budget" towards more stars that are likely to have their own publicists.
One of the juicier supporting male roles, the Lt. Detective, can easily be played in a cameo appearance by a recognized actor with only two days of work, as his lines are spoken on the telephone with no-one else on location and the single group location scene is going to be shot in an exterior New York location with no running or car chases. However, John Baker did a wonderful job with the character, so I don't see a great loss if I can't get a star cameo.
I hope to keep Gregory Vaughn Ward
in as F.B.I. unit supervisor Jared Howard, and continue to work with many of the actors from the reading in some capacity. Much depends on my final participation as a director or an associate producer. The other factor would be Mr. Ward's schedule as he has been getting a lot of film work lately.
I hope to get a recognized name male actor for one of the leads. However, feedback from my performances indicated my picks for the actors for my reading series were convincing, attractive, entertaining and interesting to watch. More info. Cast for Readings
In the case of Alex I've made him half-Irish and half-Italian from New York City. He can be played by an actor 28 to 40 who is athletic -- or can train in two and a half months of pre-production time to appear athletic.
In the case of Edur the actor should be an American or able to do a flawless American accent. He can be played by an actor 35 to 55 who is athletic. The current "imagining" of the role is to cast Black.
